Minutes of Cherry Willingham Parish Council’s 

Village Improvement Committee held on Thursday 5th March 2026 at 10:00 in the Millennium Hall.

Present, Cllr A Burge - Chairman, Cllr M Palmer - Vice chair, Cllr K Mellor, Cllr J Betts, Cllr S Bates, Cllr B Robinson.

 

  1. To note and record apologies and absences.

None

 

  1. To receive any declarations of interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other interests as outlined in the Council’s Code of Conduct.

  1. To receive notes of the Village Improvement Committee Meeting held on Thursday 08th January 2026 as a true record.

RESOLVED unanimously to approve the minutes from the meeting of Thursday 08th January 2026 as a true record.

 

  1. To discuss approve safe delivery point/ box for Millenium Hall

It was agreed there is no safe place to install a postal box.

RESOLVED unanimously to continue the Clerks and Councillors address where needed.

 

  1. To discuss and approve the purchase of 2 monitors for the staff. 

RESOLVED unanimously to purchase 2 monitors for the staff, to comply with DSE requirements. To spend upto £250.00.

  1. To discuss and approve any necessary action regarding a communication strategy. 

Cllr J Betts delivered a presentation on how to improve CWPC communications with the parishioners. This will be a long term process to improve engagement and joining Cherry Willingham Village and Little Cherry.

  1. To discuss and approve any necessary action regarding the use of CIL.

Remembrance Wall

  1. To discuss and resolve any necessary action regarding the defib at the Parade, need for blood packs.

Cllr K Mellor to check our eligibility.

RESOLVED unanimously to request a blood pack, if successful. 

 

  1. To discuss options of a new office for the Parish Council.

To consider both a short‑term and a long‑term plan, including full exploration of all options for securing new premises and maximising the effective use of the Millennium Hall.

Cllr J Betts to do a Freedom of Information regarding the youth centre.

  1. To discuss and approve any necessary actions concerning Millennium Hall.

    1. Improvements within the office space

RESOLVED Cllr J Betts and Cllr M Palmer to reconfigure a plan to utilise Millenium Hall

RESOLVED unanimously to approve the sum of upto £250 for the call out and the repairs

  1. Infrared heater

RESOLVED unanimously to approve the spend of upto £260 for the repair of the burnt out heater and a thermostat.

 

  1. To discuss and approve any necessary action regarding a war memorial (near the tommies)

RESOLVED to support the idea of the REmberance wall. To ask DCllr T Bridgwood to put a formal proposal of what they would like and bring their request back to the committee for consideration

Tuesday 3 March 2026 marked Speedwatch’s 526th session since beginning in 2019. During this period, volunteers have monitored 91,399 vehicles, of which 2,608 were recorded exceeding the speed limit—representing 2.85% of all vehicles checked.

Community Litter Pick Day will take place on 22 March at 10am, meeting at The Parade.

 

  1. To discuss and resolve any items relating to the Allotments

    1. To receive a report on the completion of the annual invoices

All but 1 plot has paid upto out of 44plots. All plots are now filled at this time.

  1. To receive an update on the Allotment Association AGM.

The Allotment Association are overall happy with the allotments and the drainage had made a positive impact.

The Allotment Association have request that CWPC carry out quarterly spot checks on the plots.

RESOLVED unanimously that a standard would be set and they will be regularly checked.

  1. Discuss and resolve any necessary action regarding the request of public liability insurance for all plot holders

RESOLVED that CWPC could not enforce this request

  1. To receive a report on Tanfaine.

    1. To discuss and resolve any necessary action regarding a new enquiry for a paddock.

The enquiry did not move forward.

 

  1. To record and resolve any maintenance issues with regard to VIC assets.
