Allotments Sub-Committee Minutes January 2024

Meeting of Cherry Willingham Parish Council’s 

Allotment Sub-Committee 

held on Monday 22nd January 2024 at 7.00pm at the Millennium Hall

 

Present: Cllr Burge, Cllr Mrs Burge, Cllr B Robinson and Donna Townsend.

Meeting started at 7pm.

 

  1. To appoint a minute taker.

RESOLVED unanimously to appoint the Clerk.

 

  1. To elect a chair of the Allotment sub-committee.

RESOLVED unanimously to elect Cllr Burge on a temporary basis until the full committee was present.

 

  1. To resolve to receive any apologies and accept reasons for absence council in respect of the agenda items listed below. Declaration of interest:

RESOLVED unanimously to accept the apologies of Cllr Brylewski & Cllr Hughes.

 

  1.  To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared To note dispensations given to any member of the council in respect of the agenda items listed below.

Mrs Towsend is an allotment holder.

 

  1. To resolve to sign the minutes from the allotment meeting from the 2nd October 2023 as a true record.

RESOLVED unanimously to accept the minutes from the 2nd of October 2023 as a true record.

 

  1. To receive an update and resolve any actions in relation to the allotment holders joining the Allotment Association.

The allotment association have a list of items they would like to do to develop the allotments. Examples are drainage and a path down the centre to allow access for delivery to plots.

Cllrs B Robinson has done rough costings for a track and it would cost around £1000 and for the drainage £1200-£1500. The details of the costings and materials proposed were passed to Mrs Towsend for the Allotment Association to do their own research.

RESOLVED unanimously that all improvements to the allotments that the Allotment Association wish to carry out to be referred to FC.

 

  1. To discuss and resolve any actions into a complaint with an allotment tenant.

CWPC have received a complaint from 4 allotment holders in relation to one other member using the whatsapp group inappropriately. As no one is responsible for policing the Whatsapp group, it was agreed to send an email acknowledging the behaviour and email those who have taken the time to make contact that we have dealt with the issue

 

  1. To receive an update on vacant plots and those not complying with their tenancy. 

No vacant plots at this time.

Cllr B Robinson had carried out a plot survey. The Allotment holders were emailed on the 17th January 2024, requesting payment for the new year by the 1st February 2024. 

RESOLVED unanimously the 3 plots that have not made any progress would be contacted asking if they would still like their plot, and to reiterate they have 12 months to develop their plots as stated in their tenancy. CWPC reserves the right to not renew their tenancies in 2025.

A reminder for payment will be issued on the 7th January 2024. Those who haven't paid by the 14th February 2024, CWPC will reallocate the plots.

 

  1. To receive a report on the allotment association, and approve any action if necessary.

The Allotment Association will hold their first AGM meeting on the 12th February 2024 at 8pm at the Vine. Cllr Burge will attend as a representative of CWPC to offer support.

 

  1. To discuss and approve the Allotment holders creating and installing a noticeboard. 

RESOLVED unanimously to approve the Allotment Association to create and install their own noticeboard, at their own cost.

 

  1. Matters for report and future agenda items.

  2. Vacant Plots & Reissuing of plots

  3. Hedge Cutting

 

  1. To confirm a date for the next meeting.

RESOLVED unanimously next meeting date is the 26th February 2024, 7pm at the Millenium Hall.
