Minutes of Cherry Willingham Parish Council’s 

Leisure & Amenities Committee held on Monday 16th June 2025 at 19:00 in the Millennium Hall.

Present: Cllr Mrs Burge,  Cllr J Trahearn,,  Cllr R Pitchford

  1. To note and record apologies and absences

  1. To elect a chair for the L & A Committee

Cllr Mrs Burge elected Chair.   Resolved

 

  1. To elect a Vice Chair for the L & A Committee

 Cllr J Trahearn elected Vice Chair.  Resolved

 

  1. To receive any declarations of interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other interests as outlined in the Council’s Code of Conduct.  None

 

  1. To receive the minutes of the L & A Committee meeting held on 31st March 2025  and agree for them to be signed as a true record.  Resolved

 

  1.  To elect a member onto the F&GP Committee

Cllr J Trahearn elected.  Resolved

 

  1. To review progress of the grant for purchase of the Zip Wire for St Paul’s play area

Grant has been approved.  Purchase order requested.   Cllr Mrs Burge to report to Full Council to request attending a  pre-installation date to agree placement

  1. To discuss and resolve any action necessary for Play Parks including any necessary actions following recent inspections training

Councillors who attended the recent Play Area course to undertake weekly observations between May and September.  Monthly observations to take place between October and April.  Risk Assessment to be drawn up to facilitate changes. Monthly inspections to be undertaken by Admin Assistant

  1.  Items relating to:

 

  1.  St Paul’s Play Park 

 

 

 i.  To discuss and resolve any necessary action following playground inspection. Discarded parasol left on the mound.  Metal parts removed to the storage.  Scrap man to collect.  Lots of rubbish found generally on site

ACTION:  Admin Assistant

 

ii.  To discuss purchase of RotaGlideand Pyramid and options for funding these.

Kompan Inclusive Twister.  Quote has been requested.  Will be available for next meeting.

 

  1.  Laburnum Play Park 

    i.  To discuss and resolve any necessary action following playground inspection

    No inspection has taken place. Cllr Houghton reported surface damage.  Repair kits   

    available.  Purchase kits up to value of £100.    Resolved

 

 iIi.  To consider moving the black bin

  Nettles growing up near the bin site.  Check that WLDC will empty if moved.  Get quote   

  for new bin   Resolved

ACTION:  Admin Assistant 

    

       

  1. To discuss actions relating to the Burial Ground

 

  1. Memorial wall

 Preferred option is a Memorial Wall.  Will need to measure area to ascertain size.  May 

require permission from the Diocese. Chair to report to Full Council to consider options.

  1.  Further work that may be required on headstones

Admin Assistant to check Draper’s Report and ascertain costs for repairs

  1.  Additional bulbs for planting 

These to be planted against/adjacent to the memorial wall - wait for installation of this before ordering.   Resolved 

 

  1. Items in progress to consider and agree to any actions as appropriate 

 

  i.  To discuss the progress of the cargo net to complete the mound project   Mound is now complete.  Need to purchase Post Crete and grass seed.  Resolved 

  £200.00 spend 

 

ii.  To discuss ideas for additional items of play equipment

Inclusive swings (2 seats); Face to Face seats

ACTION:  Admin Assistant

 

iii.  Carlton FC request to continue using the facility for their U17s team

Agreed they can continue with same agreement and £250 fee.  Chair to report to Full  

Council 

ACTION:  Cllr Mrs Burge

Iv.. Update on new bin at St Paul’s 

Delivered and fitted.  Resolved
