Minutes of Cherry Willingham Parish Council’s Planning Committee held on Thursday 12th June 2025 at 19:00 in the Millenium Hall

Present: Cllr. Bates, Cllr. Houghton, Cllr. Moore, Cllr. Burge, Dr. Ian Lacy

  1. Neighbourhood Plan 

  2. Focus Groups: Access & transport and Open space groups have had meetings. Built heritage group – only 2 – but have had discussions. Might be an idea to appeal on Facebook for anybody interested in Heritage to join, just to end July. Business & facilities had to postpone due to unavailability of 1 member.

PM reported that his group was very keen and engaged, including the Witham Valley Access members. Have looked through policies and points arising. Discussions around the footpath network, footpaths not formalised, paths not put in on the 1st Rudgard development, the Marina and cycleways. The group have taken a set of points away to look at in their next meeting.

IL reported that they had discussed setting definitive boundaries to the village as a protective mechanism. Need to protect views. They felt that policies should be re-written to be more specific re extensions and infill, by strengthening design principles. They felt some sections of the NP should be moved around – history and topology at the start. They identified where infill might happen and felt that there should be a specific section on Bleak Farm to firm up what the PC wants to see in order that we can influence development.

RH reported that his group had looked at all policies and statements as well as the appendices (photographs) to get an idea of what they were working with. RH has appointed a minute taker in this group in case of any challenge. Want to make sure we communicate with the Parish.

Witham Valley Group have already produced a document for the revised NP and what they would like to see included in it.

  1.   Questionnaire: SK has finished the final amendments and it has gone to Cllr. Trahearn for Cherry News. It will be out in the July issue. An offer has been received from The Vine to receive completed questionnaires, need an eye-catching notice. Completed questionnaires to be returned by 28th July. Need a meeting with SK to firm up how to collate responses. Should we have a short separate questionnaire for school children? Only a short time left to end of term- need to talk to the Head. There should be a specific mention of the next generation in the NP with the Parish Council keeping a watching brief on what children want (cooperate with youth workers?) This may give us some ideas of what to spend CIL money on and it is important to have some ideas before the Rudgard development.

The online version of the questionnaire should start at the same time as the Facebook entry.

IL expressed a concern about what would happen if the grants did not start again. The Parish Council has money in the budget for some of this and would be able to fund it. Monies needed for the design code and the various assessments. The housing needs assessment we might be able to crib from West Lindsey and the Central Lincs Local Plan (need to ask SK).  As for the Environmental assessment, do we need this as we are not allocating land (these already in place)?

 

  1. To discuss and resolve any responses to the following planning applications

  2. WL/2025/00531 22, St. David’s. Single storey front, rear and side extension. Fairly massive extension. All other properties there are 2 bedroom bungalows. Could be seen as overdevelopment of the site. Will make a big change to the street scene and be radically different from the rest of the dwellings. Proposed block paving may impact surface water drainage and cause flooding concerns. Also, the plans propose changing the UPVC windows from white to grey, again different from  the other houses on the street. Committee accepted IL’s summary of objections and this will go to West Lindsey.

  3. WL/2025/00367 25, Laburnum Drive. Remodelling of existing dwelling to include first floor extension. This is a 1960’s chalet bungalow. Plans are for making the pitch of the roof much steeper and on the front elevation this will alter the character greatly. At the moment all roof lines are similar and this would break the line. Plans do not conform to NP policies, in that a sharply pitched roof would direct the eyeline upwards (vertical), as opposed to all the other local houses which give a horizontal view. Again the UPVC windows will be a different colour to the others on the street. The plans indicate a stylistically very different appearance from the originals. Committee accepted IL’s summary of objections. Both the above will be submitted to West Lindsey by IL.
