The next meeting of the Finance and General Purposes Committee will be held in the Millennium Hall on Tuesday 28th April 2026 at 10.00am. It is expected that all members will make every effort to attend. Any member not able to attend to pass their apologies to either the Chair of the Committee or the Clerk.

 

Prior to the start of the meeting a public forum will ordinarily, of no more than 15 minutes, be held.  

The public may address the council on current matters or issues that may become future agenda items.

  1. To note and record apologies and absences.

 

  1. To record declarations of interest by any member of the council in respect of the agenda items listed below.

To note dispensations given to any member of the council in respect of the agenda items listed below.

 

  1. To receive notes of the F&GP Committee Meeting held on the 13th January 2026 and approve as minutes. 1.

 

  1. To note the bank reconciliation as at 31th March 2026 2

 

  1. To receive the year end summary from the RFO and review spend against the budget.3

 

  1. To review the allocation of balances and recommend the new balance sheet to Full Council 4

 

  1. To review and accept the asset register as at 31st March 2026 subject to Full Council approval.5

 

  1. Review Financial Policies and resolve to recommend any changes to Full Council :

    1. Financial Regulations.6 

    2. Risk Management Policy 7

    3. Accounting Procedures 8

    4. Procurement Policy 9

    5. Asset Management Policy 10  

  2. To review the list of regular payments and approve for 2026-2027. 11

 

  1. To note and approve the CIL report for submission to WLDC.12 

 

  1. To review the draft CIL Policy and make a recommendation to Full Council to adopt.13

 

  1. TO RESOLVE TO MOVE INTO CLOSED SESSION IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 DUE TO THE CONFIDENTIAL NATURE OF THE BUSINESS TO BE DISCUSSED IN RELATION TO THE FOLLOWING MATTERS:
