Cherry Willingham Parish Council Dog Matters

This is a brief summary of the various aspects of the law, both local and national, relating to dogs.  Please read the documents mentioned for an accurate and detailed guide. 

Dog fouling

This is covered by the West Lindsey District Council Dog Fouling Public Space Protection Order 2017.  (Note: this PSPO replaces the aspects relating to dog fouling previously covered by the Cherry Willingham Parish Council Dog Order 2013.)

In brief, dog fouling occurring on any land which is open to the air, and to which the public have a right or entitlement of access to, whether paid or unpaid, within the District of West Lindsey, must be removed immediately by the person who at that time is in control of the dog.  Dog fouling must be properly disposed of in a general waste bin or dog waste bin.  Exemptions are found in Schedule 1 and penalties in Schedule 2 in the document linked to above.

Dogs on leads

This is covered by Cherry Willingham Parish Council Dog Order 2013 which states that all dogs must be kept on a lead whilst in public places. This means all public roads and some rights of way within Cherry Willingham. (For guidance see CWPC map showing where dogs must be on a lead within Cherry Willingham.)

Please note that the Cherry Willingham Parish Council Dog Order does not apply to roads that have not been adopted by LCC Highways Dept.

In May 2019 Cherry Willingham Parish Council agreed to allow dogs off lead but under close control in two specific areas of Cherry Fields.  See Dogs off lead section below for details.

Dogs off lead

Dogs may be allowed off lead but kept under close control in the following public areas within the parish of Cherry Willingham.

·         Green Lane (off High Street).See CWPC Map showing areas where dogs may be off lead and areas where banned.

·         Two areas within Cherry Fields.  See CWPC Cherry Fields Detailed Sketch maps showing dog off lead areas.

1.    The dog agility/exercise area across the northern edge of Cherry Fields; Specifically, the grassed area in the top field alongside the woodland area parallel to Fiskerton Rd containing dog agility obstacles. Please ensure you abide by the Off lead, Close Control etiquette when using this area, in order to ensure the safety of all dogs, their owners/handlers and other users of the Fields. 2.    The 10 metre wide strip from the culvert bridge down to and across the Delph bridge.  This is further down and beyond the second field/bike track.

Please note that it is illegal not to have your dog(s) under control even if they are not on a lead. (See https://www.gov.uk/control-dog-public)

Dogs banned

This is also covered by Cherry Willingham Parish Council Dog Order 2013 which states that all dogs are banned from the Laburnum Drive Playing Field and the St Paul’s Avenue Play Area.  There is an exemption for guide dogs and assistance dogs. Please note that Cherry Willingham Parish Council does not own and has no jurisdiction over any other play areas/green spaces in the parish e.g. those on Jubilee Close, Wesley Road/Franklin Way.

Aggressive or dangerous dogs

This is a matter for the police.  Please telephone: 999 (In an emergency) or 101 (Non-emergency).

Code of Conduct

The Parish Council encourages all dog owners and handlers to adopt the Code of Conduct and Duty of Care guidelines
