Minutes of Cherry Willingham Parish Council’s 

Leisure & Amenities Committee held on Wednesday 02nd October 2024 at 19:00 in the Millennium Hall

Present: Cllr Mrs Burge - Chair, Cllr J Trahearn - Vice -chair, Cllr J Robinson, Cllr V Houghton, Cllr K Mellor.

 

  1. To note and record apologies and absences.

Cllr P Bucke, and Cllr R Pitchford.

 

  1. To receive any declarations of interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other interests as outlined in the Council’s Code of Conduct.

NONE

 

  1. To receive the minutes of the L & A Committee meeting held on the 10th June  2024 and agree for them to be signed as a true record.

RESOLVED with two abstentions to approve the minutes from the 10th June  2024 as a true record.

 

  1. To resolve which equipment to purchase using the FCC Community Action Fund, following the Survey .

RESOLVED to apply for a zip wire with the grant application. To take to FC for approval.

Quotes from three suppliers to be sourced all of similar specification, metal frame work and around 30 metres.

  1. To review the results of Survey Monkey for teens.

The survey result was a 61% vote for a zip wire against the two other pieces of equipment, the half pipe and shelter.

 

  1. To discuss any matters relating to trees and approve any necessary action if required.

A tree, off Minster Drive, that had blown down in the wind was reported to CWPC. Cllr A Burge dismantled and disposed of this on the same day.

 

  1. To Discuss the 25/26 Budget and future projects in preparation for the F&GP meeting.
    For next year’s Project members discussed a new ride for children at St Pauls called a Rota Glide.ACTION  RFO to obtain a price from Playdale and bring it to the next meeting.
    Maintenance Budgets. It was suggested that the General Maintenance Budget be set

at £8000. The budgets for Inspections and Burial Ground were deferred until the next meeting. 

 

 

  1. To review the regular users policy.

RESOLVED unanimously to approve the Regular Users Policy with the suggested amendments,and to recommend to FC

(ACTION - Full Council)

  1. To discuss the Carlton Football Club.

There was a meeting between Carlton FC and Cllr A Burge and Cllr Mrs Burge. Carlton FC are now our new tenants for football at Laburnum Playing Park. They have paid a fee of £225 for the year.

 

St Pauls & Laburnum

 

  1. Matters relating to Laburnum Drive Playing Field & St Pauls play area.

  2. To discuss the hedges at St Pauls and resolve any action

RESOLVED unanimously to obtain a quote from Glendale to trim the trees and hedges that belong to CWPC at St Pauls play park

  1. Play Inspection

    1. To approve the proposed CWPC play inspection form.

RESOLVED unanimously to request an amendment to change the ‘time’ column to an ‘action’ column.

  1. To review training for inspection play equipment.

CWPC are on the waiting list for the next training date, this is expected to be held in May 2025, the Clerk to keep the committee informed.

  1. To approve a rota for play inspections.

RESOLVED unanimously for a member of the L&A Committee to assist the Admin Assistant with a monthly inspection until the committee has done the training.

  1. To discuss and resolve any actions following the Admin Assistants Play Inspection example.

RESOLVED unanimously to approve Laburnum & St Pauls Play Park for the surfaces to be cleaned for the sum of up to £1000

(ACTION - Clerk)

  1. To review the quotes for the Noughts and Crosses and the Musical Panel , and to recommend to Full Council

RESOLVED unanimously to recommend for purchase to Full Council for the sum of £4821.56 +vat subject to Full Council approval.

  1. To discuss the location for the above equipment.

  1. Items in progress: to consider and agree to any actions as appropriate.

  2. To receive a report following the topple testing within the Burial Ground

There are a few headstones that require attention. CWPC held limited information. It was agreed for CWPC to leave a notice on the headstones that required attention.

RESOLVED unanimously for the Clerk & Cllr Trahearn to create the note.

There is one gravestone that requires urgent attention, the Clerk to obtain a quote from Drapers to fix the issue.

Cllr K Mellor and Cllr V Houghton left the meeting at 8:50. The meeting was no longer quorate and was closed at  8:50.

 

  1. To discuss the progress of the cargo net to complete the mound project.

  1. To discuss and agree any further expenditure for post erection of signage at the Burial ground, Laburnum Drive Playing Field and St Paul’s Play Area.
