Village Improvement Minutes January 2024

Minutes of Cherry Willingham Parish Council’s 

Village Improvement Committee held on Thursday 11th January 2024 at 10:00am in the Millennium Hall.

 

Present: Cllr Mr A Burge, Cllr Mellor, Cllr M Palmer, Cllr Bates, Cllr Fleetwood, Cllr B Robinson

 

Meeting started at 10:00am.

No members of the public were present.

 

  1. Apologies, welcomes and attendance, including accepting apologies and reasons for their absence were given.

RESOLVED unanimously to accept the apologies of Cllr Brylewski.

 

  1. To record declarations of interest by any member of the council in respect of the agenda items listed below.

  1. To receive notes of the Village Improvement Committee Meeting held on Thursday 02nd November 2023 and approve as Minutes.

RESOLVED unanimously to accept the minutes as a true record.

 

  1. To discuss and review the Resilience Policy.

RESOLVED unanimously to approve the  Resilience Policy with the recommended alterations to be referred to FC.

  1. To discuss and review the Donations of Benches Policy

RESOLVED unanimously to approve the Donations of Benches Policy, with the suggested amendments from Cllr B Robinson and to recommend to FC.

  1. To consider a request from a resident of placing Horse signs around the Green Lane area.

RESOLVED unanimously to write to LCC with this request as this isn't within the CWPC powers.

  1. To resolve the purchase of new flags

RESOLVED unanimously to purchase 2 flags up to the cost of £140.00.

  1. To review expenditure vs budget.

General maintenance  budget is £1500 with £1068 spent at the end of December, 

Allotment maintenance there is £608 left out of the budget It was approved this will be spent on hedge cutting at £350 and a sign.

There has been a saving on grass cutting this year of around £2200.

 

Cllr Bates left the meeting 10:47am

 

  1. To discuss and consider storage options for the Parish Council.

With the equipment and future equipment the CWPC have, storage has become an issue. With CWPC having a few pieces of land it was felt a storage container would be ideal and fit for purpose.

RESOLVED unanimously for Cllr Palmer & Cllr Mellor to obtain quotes before the next VIC meeting for a 20 foot and a 40 foot option.

  1. To discuss and consider a path from Gilberts Pond to the Burial Ground.

CWPC installed the gate from Lady Meers to the Burial ground some time ago. It was felt that there is a need for a path as a lot of residents use it as a cut through as well as visiting the Burial ground.

Cllr B Robinson  is going to cost the path connecting the two areas and bring it back to the VIC to take to FC in March 2024.

Cllr Fleetwood, was excused from the meeting 10:56am

Cllr Fleetwood returned to the meeting 11:01am

  1. To receive an update, the bench on the High Street.

The resident who has temporary possession of the bench has not been in contact since September 2023 and the work they were waiting upon has now completed.

RESOLVED unanimously for the Clerk to contact them requesting it is put back

  1. Additional litter bin on Church Lane, progress.

Cllr Burge & Cllr Palmer are meeting with WLDC to discuss the location of the bin.

  1. Gilbert's pond update.

Following the unsuccessful clean of Gilberts Pond, due to the discovery of Great Crested Newts. It was advised to source an ecologist to take a DNA sample of the water, once its determined what the Pond contains then we can source the correct help to maintain the Pond.

RESOLVED unanimously for Cllr Palmer & Cllr Mellor to source an ecologist to take a DNA sample of the water for the sum of up to £500.

  1. Speed watch. (Cllr Burge)

It was reported that Cllr Burge is handing over the co-ordinator role to Cllr Bates.

The police have joined speedwatch on a number of occasions since the last VIC meeting. Cllr Burge and Cllr Palmer attended a meeting prior to Christmas with the police, they are continuing to focus on the fatal 5 within our area for this next quarter.

  1. Litter picking. (Cllr Fleetwood)

Nothing to report, Cllr Fleetwood has more equipment ready for those interested in helping keep the village tidy.

  1. Notice Boards.

Cllr B Robinson has the metal sheets to create magnetic boards, waiting for good weather conditions to measure, paint and install.

  1. Roy Bowser Allotment Sign.

The Roy Bowser sign is part of a collective group of signs for the village.The village logo has now been agreed and the sign is being ordered. 

 

  1. To receive a report from the Allotment Sub-committee.

There had been an issue with a combination lock on the gate failing, one had been donated as a temporary measure.

RESOLVED unanimously for Cllr Robinson to purchase two new locks for the sum of upto £100.

One to replace the donated one and the other as a spare.

  1. To receive a report from the Fundraising Group

No meeting has taken place since the last VIC meeting . The next Fundraising meeting is scheduled for the 7th February 2024

Cllr Palmer would like to research whether any other local organisation is taking part in any celebrations for the 80th D-Day Anniversary, that maybe we can join forces with.

 

  1. Matters for report and future agenda items

  1. To confirm a date of the 7th March 2024 for  the next VIC meeting.
