To receive notes of the Village Improvement Committee Meeting held on Thursday 11th July 2024 and approve as minutes.
RESOLVED unanimously to approve the minutes held on Thursday 11th July 2024 with the suggested amendment as a true record.

To discuss and approve any action necessary for maintenance required for the noticeboard at Little Cherry.
RESOLVED unanimously to approve the clerk to obtain quotes from a handyman to tidy the noticeboard.

To discuss and approve any action necessary to update the Chairman and the Stead Award Board in Millenium Hall.
RESOLVED unanimously to approve the sum of upto £90 to update the boards within Millenium Hall.

To discuss the Memorial Church gate and any action necessary.
RESOLVED unanimously to instruct the Clerk to write to the Church with regards to the condition of the memorial gates

To approve any action on security lights in Millenium Hall.
RESOLVED unanimously to approve the quotation of £72 and the work to be carried out by Lindum Fire Service.

To discuss and approve any action relating to Grit Bins
RESOLVED unanimously to contact Lincoln County Council for additional bins to be placed at the top of Church Lane & Waterford Lane in CW.

To Discuss the 25/26 Budget and future projects in preparation for the F&GP meeting.
Members considered projects for the new financial year and have put forward:
Villages Gates £5000 to assist with speed management within the village
Parish Council Office Sign £500
New Noticeboard at Little Cherry £1500
As regards maintenance Budgets these were suggested:
E5 General Village Maintenance £3500
F1 Allotments Maintenance £750
H1 Millennium Hall Heat and Light £3500
H2 Millennium Hall Maintenance £500
H4 Water at Millennium Hall £350
H9 Lettings at Millennium Hall £100 income

To resolve to move the responsibility of the Christmas Tree responsibility to the Fundraising Committee.
RESOLVED unanimously to move the Christmas tree responsibility to the Fundraising Committee for 2025.
RESOLVED unanimously for the Vice-chair to propose a change of name for the Fundraising
Committee to ‘Events and Fundraising Committee’.

To consider the purchase of one 20T load of plannings.
RESOLVED unanimously to approve the purchase of 20T load of Plannings for the sum upto £300.

Christmas Lights
RESOLVED unanimously to purchase lights and batteries for the sum of up to £150.

Millenium Hall heating.
RESOLVED unanimously to approve the purchase of a fan, an oiled filled radiator for the sum of upto £1000. the Clerk to source an electrician to install a new electric heater that has been gifted and replaced with the broken one and to also install the fan.

WLDC weed spraying

The repair wasn't carried out, as it was due to the ground being very dry.
An email was circulated from Cllr I Fleetwood with their comments. The Clerk to write to the resident on St Marks, asking them to take their hedge back.

Flags/ Flagpole
RESOLVED unanimously to spend upto the sum of £50 for replacement parts for the flag pole and up to £50 for 2 new flags.

Dog bin at Little Cherry.
Following numerous attempts to reach out to the resident who put the request in for
an additional bin it was RESOLVED to not action anything at this time.

Gilbert's pond update.
Cllr M Palmer is continuing to try and make progress on how to move forward following the DNA test of water at Gilberts Pond. A schedule/ programme of how the pond can be maintained is what's required to then source someone to carry out the work.

Speed watch. (Cllr Bates)
Cllr S Bates reported 14 sessions have taken place since the last VIC meeting in July. 94 Drivers have been written to and caught speeding majority on Hawthorn Road since the speed limit has been reduced.
There was a situation where the speedwatch team assisted a driver that had to pull over with a medical emergency and an ambulance was called.

A large active team continues hard work in keeping the village clean.

Notice Boards, Map
RESOLVED unanimously to obtain quotes for a similar map to the surrounding Villages map, Welton & Nettleham. Cllr M Palmer to gather information with the Clerk.

Bin - Picnic Bench Parade
The bins have now been installed, the Clerk to inform WLDC for the two additional bins to be added to there collection rota.

To discuss and resolve an enquiry to bee keeping at the Allotments.

RESOLVED unanimously to not permit bee keeping at Tanfaine. To note this may need addressing in the current allotment tenancy.

Grazing licence.

The previous tenants are due to vacate by the 5th October following notice. The new tenants tenancy is now in place and payment has been made on time. The Clerk to advertise the two other paddocks.

The need to cut the roadside hedge at Tanfaine this autumn before the ground becomes too soft
was raised. It was suggested it would cost around £300.
RESOLVED unanimously to have the hedge cut and Cllr B Robinson was commissioned to get a
quote so that an order could be placed with the cost coming from the allotment’s maintenance budget.

RESOLVED unanimously to replace the bench on Croft Lane for the sum of upto £550.
