Minutes of Cherry Willingham Parish Council’s 

Village Improvements Committee 

held on Thursday 07th March 2024 at 10:00am in the Millennium

Present:- Cllr Palmer (Vice-Chair), Cllr Mellor, Cllr Bates, Cllr Fleetwood, Cllr B Robinson.

 

  1. To note and record apologies and absences.

  1. To record declarations of interest by any member of the council in respect of the agenda items listed below.

  1. To receive notes of the Village Improvement Committee Meeting held on Thursday 11th January 2024 and approve as Minutes.

RESOLVED unanimously to approve the minutes from the Thursday 11th January 2024 as a true record.

 

  1. To discuss and action any work in relation to the template of the resilience plan from LCC

RESOLVED unanimously to use the LCC Resilience Plan template for our Resilience Policy, as it will make reading easier for those who aren't familiar with the policy.

(ACTION- Clerk & Cllr Mellor)

 

  1. To discuss the CCTV camera at Millennium Hall and approve any necessary actions.

RESOLVED unanimously to spend upto £100 for a new camera that is compatible with CWPC WiFI system. Cllr Robinson suggested to ensure to choose one that doesn't require a subscription to operate, a memory card operated camera would suffice.

  1. To resolve the purchase of a new office phone.

Cllr Robinson recommended to trial another phone within the phone line to check there is no issue with the phone line itself

RESOLVED unanimously to spend upto £50 for a new phone.

  1. To discuss correspondence from a resident in relation to parking on grass verges, and resolve any necessary action.

RESOLVED unanimously for the Clerk to carry out a social media post addressing the issue.

(ACTION- Clerk)

 

  1. To discuss the Winston Churchill plaque and resolve any actions required.

Cllr B Robinson to place the plaque back in situ.

(ACTION- Cllr Robinson)

 

  1. To discuss and resolve any action in response to a request from a resident regarding the footpath alongside the railway line to Reepham.

LCC have been and laid planings on the exposed fabric to tidy the path. It was felt it could do with a little more attention. Cllr B Robinson suggested when the weather gets a little better he will go and lay some more from CF in the area CWPC is responsible for. The Clerk had to have a look at the piece along the railway line and the houses on Minster Drive to report any issues back to LCC to rectify.

  1. To discuss and resolve a resident's request for a dog bin and signs to be placed at Little Cherry.

RESOLVED unanimously to place another bin at Little Cherry, the Clerk to contact the resident who made the request on where they feel which location she would recommend.

  1. Items in progress: to consider and agree any actions as appropriate:

 

  1. To receive an update, the bench on the High Street.

The Clerk had received correspondence following the CWPC letter to the residence. They intend to sow grass seeds for them to establish before placing the bench back.

  1. Path from Gilberts Pond to the Burial Ground

This will be done following the better weather and is hoped to be able to tie this in with the project at St Pauls with hiring of a digger.

  1. Storage Options

Cllr Mellor & Cllr Palmer have researched into a 40ft container to possibly locate at St Pauls Play Park, with the sum of £2300+, it was approved to take to FC.

  1. Gilbert's pond update.

The DNA test has been instructed and will take place in April 2024.

  1. Speed watch. (Cllr Bates)

Cllr Burge handed the speed watch responsibility to Cllr Bates 2 weeks ago. Cllr Bates is yet to arrange some dates, as the weather hasn't been fine enough. Cllrs Bates is trying to arrange some training for those who volunteer and are teaming up with other Parishes for one training event.

  1. Litter picking. (Cllr Fleetwood)

Litter picking is still underway and there recently has been litter pickers out concentrating on Hawthorn Road and Little Cherry.

  1. Notice Boards

When the weather is better Cllr  Robinson will complete the task, all materials have been sourced.

  1. Roy Bowser Sign

This task will be completed when Cllr Burge is present to assist Cllr  Robinson.

 

  1. To receive a report from the Allotment Sub-committee.

There are currently 2 vacant plots which the Clerk is to reissue to new tenants. There are also reportaly 3 tenants in breach of there tenancy and need to start work with there plot by May before their tenancy is terminated, as it states that they need to have been started within the first 12 months.

 

  1. To receive a report from Tanfaine.

Cllr Burge & Cllr Palmer have had a meeting with the Horse grazing tenants and they have requested to build some form of shelter ahead of next winter to be able to store supplies.

 

  1. To receive a report from the Fundraising Group.

Current events are the ‘Easter Treasure Hunt’, ‘Fun Dog Show’, ‘Produce Show’, ‘Light Switch On’, and the ‘Christmas Quiz’

 

  1. To record and resolve any maintenance issues with regard to VIC assets.

Nothing to report at this time.

 

  1. Matters for report and future agenda items.

  1. To confirm a date of the 9th May 2024 for  the next VIC meeting.

RESOLVED unanimously the next meeting to be held on the 9th May 2024 at 10:00am
