November 2023 Village Improvement Minutes

Minutes of Cherry Willingham Parish Council’s 

Village Improvement Committee held on Thursday 02nd November 2023 at 10:00am in the Millennium Hall.

 

Present: Cllr Mr A Burge, Cllr Mellor and Cllr Brylewski, Cllr M Palmer, Cllr Bates, Cllr Fleetwood, Cllr B Robinson

 

Meeting started at 10:00am.

No members of the public were present.

  1. To receive notes of the Village Improvement Committee Meeting held on Thursday 07th September 2023 and approve as Minutes.

RESOLVED unanimously to accept the minutes as a true record.

  1. To review the Autumn Annual Survey in relation to results relating to the VIC.

Following the survey the main comments were items CWPC dont have the power to address directly, but was suggested how they can assist and help work toward the comments raised. potholes were mentioned as a leading item this is a LCC and Highways matter. It was suggested that the more people and the frequency of reports will address the issue with a better response. The VIC committee will choose a street within the village and do a report to LCC, Cllr Bates and the Clerk to work together to submit the report. The Clerk will put on a FB post directing and informing residents how they can help with the problem. 

To note the VIC committee have recently put an enquiry into WLDC for a match grant funding for an outdoor gym facility. waiting to hear back on the eligibility.

  1. To discuss and agree the purchase of a Roy Bowser sign for the Allotments.

RESOLVED unanimously that the suggested wording, colour & size of the sign was perfect but a logo for the village is yet to be ratified.

‘Welcome to the Roy Bowser Allotments’ (owned and maintained by Cherry Willingham Parish Council) in green. It was suggested the Cherry blossom logo would be nice branding for the village and to propose logo ideas to FC.

  1. To discuss a 30mph sign on Green Lane.

RESOLVED unanimously to place 30mph speed watch signs on Green Lane, to show that CWPC are trying to do something to assist with the concern of individuals not reading the road and abiding by the speed limit.

  1. To discuss and resolve options with the office printer and inks.

RESOLVED unanimously to monitor for the remainder of the financial year, with circumstances recently changing the printer is now being used a lot less.

  1. To discuss and resolve the hedge at Tanfaine.

RESOLVED unanimously that Cllr B Robinson would enquire for advice on the hedge and its frequency of needing maintenance with an idea of cost, to bring back to the VIC.

  1. To discuss the Lincolnshire Resilience Forum correspondence received any actions necessary.

RESOLVED unanimously to bring resilience plan to the next VIC Meeting to review any changes that maybe required required.

  1. To discuss and resolve the purchase of safe.

RESOLVED unanimously to approve the purchase of a fire proof safe for cash for the sum of upto £300. The Clerk to obtain three quotes and take to FC.

  1. To discuss options for the VIC projects

RESOLVED unanimously that a storage container would be a practical addition for the PC with there being more events being arranged, the use of storage is something CWPC is short on. An outdoor gym  also had a high level of interest following the survey, VIC to look into a match funding grants

  1. To discuss the logistics of managing the grazing fields and the tenancies  

RESOLVED unanimously to renew the tenancies and to note that they are on their last warning of complying to their terms & conditions within their agreement

  1. Items in progress: to consider and agree any actions as appropriate:

  2. To receive an update, the bench on the High Street.

The street lamp has now been relocated and the bench is currently being reconditioned to be placed back in situ in due course.

  1. New replacement benches at the Parade.

The new benches have now been installed with Dr Lacy plaque reinstated on one and the other waiting as to whether the commemorative plaque will go back on the new bench.

  1. Additional litter bin on Church Lane, progress.

No contact has been received from WLDC as they have been on holiday, the Clerk to prompt.

  1. Gilbert's pond.

The work has been booked in for the 8th December 2023

  1. Christmas Tree

The christmas tree is due on the 14th November 23 ahead of the light switch on 18th November 23.

  1. Hedge maintenance at Ladymeres.

The work has now been completed.

  1. Speed watch. (Cllr Burge)

Not many sessions have been carried out since the last meeting due to holidays with the volunteers. Seven new people have come forward to volunteer following the survey. Cllr Burge has emailed the Sergeant for training dates to be carried out for anyone who would like to take part.

  1. Litter picking. (Cllr Fleetwood)

There have been over 20 people who show interest following the survey to assist with litter picking. Cllr Fleetwood yet to make contact with those interested to check if they would still like the equipment supplied to them.

  1. Notice Boards

RESOLVED unanimously to take to FC to propose the purchase of magnetic boarding for the notice boards for the sum of upto £300.
