Minutes of the Full Council Meeting of Cherry Willingham Parish Council 

held at 7.00pm on 15th September 2025 held in The Vine, Cherry Willingham

 

Present: Cllr M Palmer, Cllr J Trahearn, Cllr R Houghton, Cllr S Bates, Cllr J Robinson, Cllr B Robinson, Cllr D Pitchford, Cllr R Pitchford, Cllr K Mellor, Cllr P Bucke.

 

  1. To note and record apologies and absences.

Cllr A Burge, Cllr Mrs Burge, Cllr P Moore

 

  1. To receive any declarations of interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other interests as outlined in the Council’s Code of Conduct.

Cllr S Bates - Greetwell borrowing x2 gazebos. Cllr J Robinson - is the Chair of the Witham Valley Access Group.

 

  1. To receive the draft notes of the Full Council meeting held on 18th August 2025.

RESOLVED unanimously to approve the minutes of the meeting held on the 18th August 2025 as a true record. 

 

  1. To receive any reports from outside bodies, including the Police, District and County Councillors (if any) and agree actions as required.

Police reports previously circulated, they are low on staffing within our area. Report from Cllr M Palmer, there has been a full Council meeting at WL, 30 united bodies from all political parties are now the administrative group, there are  6 in the opposition group. 

There are 125 Defibrillators in WLDC and 8 have been used in the past year.

 

  1. To receive a report from the Chair.    

Cllr A Burge had relayed a note via Cllr M Palmer to thank all those that helped with the drainage project down at the allotment this month.                                                                                                                                                                                                                                                                                      

 

  1. To receive a report from the Clerk.

  1. To receive an update from WLDC funding for CCTV & the National Grid Installation.

The RFO has chased the progress twice in 7 days. Cllr M Palmer to also try and get an update in her Dcllr role.

 

  1. Financial matters:

To receive a report from the RFO including:

  1. To resolve to accept the Receipts and Payments schedule since the August meeting 2025. Copies of the document can be obtained by emailing the Clerk at cwparishcouncil@gmail.com.

RESOLVED unanimously to approve the receipts & payments.

 

  1. To receive a report on the progress with the Green Synergy tenancy agreement and agree to any action as required.

An ad has been published on social media advertising the opportunity as advised.

A group has expressed an interest, Cllr Trahearn to contact, with details to establish what is involved and whether they wish to pursue, before a temporary licence can be put into place with Green Synergy.

 

  1. To approve the request from Greetwell Parish Council borrowing of a Gazebo.

RESOLVED with one abstention to lend two gazebos to Gretwell Parish Council.

 

  1. To receive reports and recommendations (if any) concerning the business of the council and its committees, sub-committees etc, and agree to any actions accordingly: (Note: queries from minutes, please see individual chairs or members outside of the full council meeting to expedite the meeting)

 

  1. Cherry Fields Committee (CFC) – Chair: Cllr J Robinson

To receive a report from the meeting on 08th September 2025 and approve any action taken including.

  1. To receive a report and resolve any necessary action regarding the path behind the hedge

DEFFERED, there is a meeting on the 26th September 2025. with members & the EA

 

  1. Events & Fundraising Committee – Chair Cllr R Pitchford.

To receive a report from the meeting on 03rd September 2025 and approve any action taken.

  1. To propose endorsing Jason Ward on his new poster at the next full council meeting for ratification.

  1. Finance & General Purposes Committee – Chair: Cllr Andrew Burge

No meeting has been held

The next meeting will be held on the 21st October 2025. All committees were asked to start considering what they may require when the budget is discussed at the next F&GP.

 

  1. Human Resources Committee – Chair: Cllr M Palmer

To receive a report from the meeting on 21st August 2025 and approve any action taken.

The minutes had been previously circulated.

 

  1. Leisure & Amenities Committee (L&A) – Chair Cllr Mrs Burge

No meeting has been held

Cllr A Burge has carried out the repair on the gym equipment that had become unstable. Cllr A Burge 

has also carried out a successful repair on a wetpour patch within Laburnum Park.

 

  1. Planning Matters –  Chair: Cllr R Houghton

No meeting has been held.

  1. To note; planning applications, recently submitted to the Planning Committee for consideration.

Nothing new at this time.

  1. Update on the progress of the neighbourhood plan.

The planning committee is still hopeful that completion for December  is possible. The next working party meeting will be held on the 30th September 2025.

  1. Update on the Marina

Nothing new to report at this time

 

  1. Village Improvements Committee (VIC) – Chair: Cllr A Burge

No meeting has been held

  1. To approve an additional £100.64 for the notice board that was approved at a previous meeting (due to price increase).

RESOLVED unanimously to approve the additional sum of £100.64 to the previous £2000 approved. .

 

TO RESOLVE TO MOVE INTO CLOSED SESSION IN THE ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 DUE TO THE CONFIDENTIAL NATURE OF THE BUSINESS TO BE DISCUSSED IN RELATION TO THE FOLLOWING MATTERS


 

  1. Human Resources

    1. To approve the recommendation from the HR committee on the admin assistants salary increase following their appraisal. 

RESOLVED unanimously to increase the admin assistants pay scale to SP10 following their annual appraisal. The admin assistant is qualified in play park inspection and is saving CWPC a large fee over a year instead of outsourcing to a contractor
