Minutes of Cherry Willingham Parish Council’s Planning Committee held on Tuesday 10th September 2024 at 10:30 in the Millenium Hall

  1. To receive the minutes of the meeting held on 30th May 2024 and approve them as a true record

RESOLVED unanimously to approve the minutes of the 30th May 2024 as a true record. Cllr. Bates was thanked for taking notes from the meeting with the Senior Neighbourhood Planning Officer, Nev Brown.

  1. To review the second draft grant application for the Neighbourhood Plan. Committee to go through the form page by page, discuss and approve any major changes so that it could then be sent for comments and approval to Nev Brown. First pages, ‘about your organisation’ and ‘organisation’s aims’ should we include environmental safeguards at these points. Agreed ‘area context’ as being mixed urban/rural. P.6 need to look at a large scale map to identify where infill might be made. P.7 we need a full Housing Needs Assessment and on p.8 we do need public consultation again as this is a major update, particularly with regards to a Design Code. Affordable housing – too early to say at the moment and the local plan does not go into detail on allocated developments. The local plan allows for infill as well as new sites. Infill more important than big developments in maintaining the  identity of the village and it has the potential for disproportionate impact. Technical support- there is additional funding available for a Design Code which we can tap into, also need support with a Housing Needs Assessment and the Environmental impact. Also add to the list Habitat Regulations Assessment. Add Environmental Impact, Housing Needs Assessment and Design Code to ‘why grant is needed’. P. 23 add Parish Council. Ian Lacy to correct the application to V.2 with the notes from today. Cllr. Houghton to check and then send out to Nev Brown. Cllr. Houghton has emailed Luke Brown re scoping exercise but has not heard back yet. Simultaneously Cllr. Houghton will approach another 3 consultants for a quotation. Ian Lacy suggested we put together a library of views from outside the village looking in and from inside looking out. Cllr. Houghton has agreed to do this from a list of aspects provided by Ian Lacy. Need to discuss the Design Code with the Consultant we hire particularly with regard to Lady Meers/Rudgard blend of housing. Pay particular attention to the edge of the village so that we keep within the footprint. A key area will be the middle of the village (stone facades) to be in keeping.

  2. To discuss planning application WL/2024/00653. No objections, no comments. Loo to send to WL.

  3. Any matter for report and notice of items to be included in the next agenda. Planning application has been received for land to North of Rudgard Avenue for 143 houses. Outline planning permission previously granted. Concerns over traffic, parking, access. To find out if garages count as parking spaces? Cllr. Houghton to find out the last date for comments on this development. Members to review planning register to make sure it has all the info needed to make it work better, e.g. date of response needed. Cllr. Houghton to send out list of CIL payments received.

Date of next meeting: 10th October 2024 at 19:00 in the Millenium Hall, with the proviso of an earlier meeting depending on the date for comments on the Rudgard Avenue development to be advised.
