Cherry Willingham Parish CouncilMinutes of Cherry Willingham Parish Council held at 7.00pm on 17th April 2023 held in The Millennium Hall, Cherry WillinghamPresent: Cllr J Robinson (Chair), Cllr J Trahearn (Vice-Chair), Cllr T Bridgwood, Cllr S Brylewski, Cllr Bucke, Cllr Andy Burge, Cllr Angela Burge, Cllr I Fleetwood, Cllr V Houghton, Cllr I Lacy, Cllr K Mellor, Cllr M Palmer, Cllr B Robinson The meeting commenced at 7.01pm 1. To appoint a note-taker Cllr Trahearn was appointed note taker. 2. Apologies, welcomes and attendance, including to accept apologies and the reasons for absence, where given. Cllr Bates – apology accepted 3. To receive any declarations of interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other interests as outlined in the Council’s Code of Conduct. None given. 4. To resolve to move into closed session in accordance with the public bodies (admission to meetings) act 1960 due to the confidential nature of the business to be discussed in relation to the following matters: It was resolved to go into closed session. a) To discuss current staffing matters and resolve on any actions requiredb) To review office opening hours, consider the impact of any changes on staff and resolve any actions required The above matters were discussed and the following proposals were made: i) A proposal was made to offer Clerk 21 Hours at point 26 in revised role of Parish Clerk. Resolved (11 for, 2 abstentions.) ii) A proposal to offer RFO 10 Hours at point 26 in revised role of RFO. Resolved (8 for, 3 against, 2 abstention). iii) It was proposed Chair and Vice Chair of Parish Council liaises with Clerk and RFO about workloads and priorities on a monthly basis. The chair and vice chair not to be on HR. To be put into new job descriptions and terms of reference. Resolved (12 for, 1 abstention). iv) It was proposed that the task of mentoring Assistant Clerk is put into Clerk’s job description. Resolved (12 for, 1 abstention). v) It was proposed new arrangements start 1/6/23 Resolved unanimously. vi) It was proposed to open the office Monday to Thursday. Cllr to be present Mondays, Tuesdays and Wednesdays Assistant Clerk to be present Tuesdays, Wednesdays and Thursdays Resolved unanimously.
