Open Spaces Policy

CHERRY WILLINGHAM PARISH COUNCIL

OPEN SPACE POLICY 2021

 

This policy relates to all of the land owned by Cherry Willingham Parish Council.  The areas within the village designated as public open spaces include, but are not limited to: the Laburnum Drive Playing Field, St Paul's Avenue Play Area, grassed area at The Parade, Cherry Fields, Tanfaine and Gilbert's Pond.  

 

The maintenance and management of this land is undertaken by the Parish Council including the grass cutting, general land maintenance and the upkeep of equipment.

 

The following restrictions apply to all of the Parish Council's land:

 

  • No unauthorised vehicles.

  • No unauthorised open fires.

  • No BBQ’s outside authorised areas.

  • No events without prior consent from the Parish Council.

  • No golf.

  • Horses only permitted with a Grazing agreement with the Parish Council.

  • No commercial advertising without prior approval from the Parish Council.

  • No fireworks or lanterns of any kind.

  • The Parish Council's dog control order details the limitations of dogs being on parish council land.

 

Events:

 

No one-off events are to be undertaken without written consent from the Parish Council.  All requests for these events to take place are to be received in writing and at least one calendar month prior to the event taking place.

 

Any one-off events which take place must ensure that the event organiser/s have suitable insurance in place since they will not be covered under the Parish Council's insurance.  Risk assessments are to be provided to the Committee dealing with the event before the event can take place.  Failing to supply the correct documents will mean the event will not take place.

 

A refundable deposit of a minimum of £50, but amount to be evaluated case by case, is required by event organisers to cover any costs incurred from damages to equipment or the land.  Any further costs will be billed to the event organiser.

 

A rate for the use of the land will be chargeable at a rate set by the Council's relevant Committee.  Users as defined under the Regular Users policy are exempt from this policy unless their events deviate from those previously agreed.

 

The land must be left in the same state it was prior to the event taking place.

 

Requests for regular events will be considered on a case-by-case basis.

Local groups are welcome to use the open spaces but may be asked to produce evidence of insurance and they will not be entitled to exclusive use of the area.
