A meeting of Cherry Willingham Parish Council's Full Council will be held Virtually on Monday 19th April 2021 at 7:00 pm. It is expected that all Members of the Council will make every effort to attend. Any Member of the Council who is not able to attend should pass on their apologies to the Parish Clerk.  Prior to the start of the meeting, a Public Forum of no more than 15 minutes will be held. The Public may address the Parish Council on current matters or issues that may become future agenda items.

Members of the Public who wish to attend, should contact the Clerk, before 12:00 noon on Friday 16th, who will give guidance on the etiquette for the meeting.

 

AGENDA

1.Welcome and resolve to receive apologies and accept reasons for absence.

2.Members' disclosure of pecuniary interests.

3.To receive any reports from outside bodies, including the Police, District and County Councillors (if any) and agree actions as required.

4.Chairman's remarks

5.To receive the notes of the Full Council meeting held on 30th March 2021 and to agree for them to be signed as a true record.

6.Discuss the request from a Cookie Vendor to have a pop-up stall and agree any actions - Cllr Brylewski

7.To approve the Terms of Reference (please note that item 5 on the document for Cherry Fields  Committee has been amended to clarify that the Chairman will be a Councillor) and agree for their adoption. Cllrs Brylewski and Palmer

8.To consider the need to purchase a new laptop for the use of the Clerk and approve if necessary.

9.Financial Matters - RFO.

To resolve to receive the Schedule of Receipts and Payments for March 2021
To resolve to approve the Bank Reconciliation for the year ending 31st March 2021
To approve the Asset Register as at 31/3/2021
To note the contents of the Internal Audit Report 2020/2021
To resolve to approve Section 1- Annual Governance Statement 2020/2021 (for signatures of the Chairman and Clerk to be added)
To resolve to approve Section 2-Accounting Statements (for signature of the  Chairman to be added)
10.To receive reports and recommendations (if any) concerning the business of the Parish Council and its Committees, Sub-Committees etc and agree any actions accordingly (note: queries from minutes, please see the individual chairmen or members outside of the full council meeting in order to expedite the meeting)

To receive an update from the Planning Committee.

b)Employment Committee - Cllr Palmer

c)Leisure & Amenities Committee (L&A)-Chairman: Cllr Robinson

  To receive an update of the meeting held on 9th April 2021:

An update on the final accounts for the year ending 31st March 2021
To consider the allocation of balances and resolve to approve them accordingly
To resolve to approve and adopt the proposed changes to:    Accounting Policy, Procurement Policy Expenses Policy
To resolve to approve some changes to fees charged by the Council    
e)Village Improvement Committee (VIC) – Chairman: Cllr Fleetwood.

  To receive an update from the Allotment Feasibility Group
 To discuss and agree suitable locations for the 3 new benches and to accept the offer of a memorial bench from a villager to be placed on Green Lane.
  To receive an update on the Cherry Fields Management Group (CFMG):
           i)To discuss and agree possible projects to put forward to the LCC’s Environment and Community Projects Officer for potential future funding

          ii)To receive and approve the Water Body management policy

           iii)To discuss and agree to any other actions as required.

 11.Website and Technology- Cllr Trahearn

            To receive an update on the Website.
