A meeting of Cherry Willingham Parish Council's Full Council will be held at The Vine Centre on Monday 19th July 2021 at 7:30 pm. It is expected that all Members of the Council will make every effort to attend. Any Member of the Council who is not able to attend should pass on their apologies to the Parish Clerk.  Prior to the start of the meeting, a Public Forum of no more than 15 minutes will be held. The Public may address the Parish Council on current matters or issues that may become future agenda items.

Members of the Public who wish to attend, should contact the Clerk, before 12:00 noon on Friday 16th, who will give guidance on the etiquette for the meeting.

AGENDA

1.  Welcome and resolve to receive apologies and accept reasons for absence.

2.  Members' disclosure of pecuniary interests.

3.  To receive any reports from outside bodies, including the Police, District and County Councillors (if any) and agree actions as required.

4.  Chairman's remarks 

5.  To receive the notes of the Full Council meeting held on 21st June 2021 and to agree for them to be signed as a true record.

6.  Financial Matters - RFO.

               1)  To resolve to receive the Schedule of Receipts and Payments for June 2021.

              2)  To resolve to approve the Bank Reconciliation for the first quarter of the financial year

               3)  To present the Expend v Budget document as at end of June 2021 and report on any significant variances. 

7.  To agree to appoint Cllr Angela Burge onto a committee.

8.  To consider the nomination for The Stead Award and agree any actions.

9.  To receive a report from the Allotment Feasibility Group and agree any actions that are necessary - Cllr Fleetwood

10.  To receive reports and recommendations (if any) concerning the business of the Parish Council and its Committees, Sub-Committees etc and agree any actions accordingly (note: queries from minutes, please see the individual chairmen or members outside of the full             council meeting in order to expedite the meeting)

a.  Planning Committee – Chairman: Cllr Bridgwood

       To receive an update from the Planning Committee meeting on the 28th June and approve the actions of the Committee.

b.  Leisure & Amenities Committee (L&A)-Chairman: Cllr Brylewski           

      To receive an update on the meeting held on the 15th July 2021 

       i.  To consider the options for resurfacing the play area at Laburnum Drive and agree any actions.

       ii.  To receive an update and agree any actions in relation to the cricket club

c.  Finance and General Purposes Committee - Chairman: Cllr J Robinson

      To receive a report on the meeting held on the 19th July 2021 and to approve the actions of the Committee.:

      a) Review of Financial Regulation:

            i.  To consider increasing the bank payment single item limit to £2000 and to increase the daily limit to £2500

           ii.  To approve the current variable direct debits 

          iii.  To approve the Council’s Risk Management policy and make any changes if needed. 

          iv.  To review the Council’s banking arrangement and approve a new mandate to be completed by cheque signatories 

   b)  Approve any grant applications from village organisations

   c)  Approve the appointment of an Internal Auditor

d.  Cherry Fields Committee - Chairman - Cllr J Robinson

      i.  To receive a report on the meeting held on the 12th July 2021

      ii. To approve the holding of a Community Picnic at Cherry Fields in September and agree a budget.

 e.  Village Improvement Committee (VIC) – Chairman: Cllr Burge.

      To receive a report on the meeting held on 13th July 2021 and agree any actions as necessary.
